Extract from letter from Sir H. Seymour to Mr. Eden dated 3rd October, 1944 No.1073.

The recently arrived Chinese Commissioner at Lhasa has been having conversations with Sir Basil Gould at that place and the latter's first impressions seem not unpromising. Mr. Shen told Sir Basil in one conversation that the only serious points of disagreement between China and the United Kingdom were over Tibet and Hong Kong: and, while he is taking his time, Mr. Shen seemed to imply that an agreement over the former should not be impossible. Sir Basil's reports are now under study in Whitehall and New Delhi:
